整体思路

数据格式相等于是一个三层的的树,一次遍历第一层,第二层, 第三层然后构建一颗树即可
第一层: 列范围 1-4
第二层: 列范围 5-7
第三层: 列范围 8-9
关键参数
表示三层
每次定位到第一层然后范围依次缩小取位置
